Plan scales explained: 1:1250, 1:500, 1:200 and the rest

A council will check that a plan is genuinely at the scale it claims. That check is easy to fail by accident, usually in the last thirty seconds before submission, at the print dialogue.

What a scale actually says

A scale is a ratio between the drawing and the ground. At 1:1250, one unit on paper is 1,250 units on the ground — so one centimetre on the sheet is 12.5 metres of real land. At 1:500, one centimetre is 5 metres. At 1:200, one centimetre is 2 metres.

The smaller the second number, the closer in the drawing is and the less ground it covers. This is why a location plan and a block plan are different documents rather than the same map printed twice.

How much ground fits on an A4 sheet

These are the areas covered by a full A4 portrait plan at each scale, allowing for the margins a plan needs for its title block, north arrow and scale bar.

Which scale to use

For a location plan, 1:1250 is the usual expectation, with 1:2500 accepted for larger or rural sites where 1:1250 would not fit the site on the sheet.

For a block plan the picture is genuinely varied. 1:500 and 1:200 are both common, and some authorities ask for 1:100 on small or detailed proposals. There is no single answer here, and this is one of the points where authorities differ most.

The practical rule: the scale must show the whole site with enough surrounding context to make sense of it. A plan at too wide a scale loses the detail; one at too close a scale cuts the site off at the sheet edge, which is itself a rejection reason.

Why a scale bar is required as well as a stated scale

A written scale — "1:1250 @ A4" — is only true at the paper size it was drawn for. Print an A4 drawing onto A3, or photocopy it reduced, and the written ratio becomes a lie while the drawing looks unchanged.

A scale bar is drawn on the sheet, so it resizes with everything else. Whatever happens to the paper, measuring against the bar still gives the right answer. That is why councils ask for one, and why a plan without one may be queried even if its scale is correct.

The same reasoning is behind the "do not scale from this drawing" note on construction drawings — but on a planning location plan, scaling is exactly what the officer will do, so the bar has to be there and has to be right.

Printing: the step that breaks the scale

Print at 100%. Not "fit to page", not "shrink oversized pages", not "scale to fit printable area". Every one of those silently resizes the drawing by a few percent to clear the printer’s unprintable margin, and the plan is then no longer at the scale it states.

This is the single most common way a correctly produced plan arrives at a council incorrectly scaled. If your printer cannot print A4 borderless, print the A4 sheet onto A3 at 100% and trim, rather than letting the driver shrink it.

Common questions

Is 1:1250 or 1:2500 right for my location plan?

Use 1:1250 unless the site is too large to fit on the sheet with useful surrounding context, in which case 1:2500. A 1:1250 A4 sheet covers roughly 238 by 331 metres of ground; 1:2500 covers roughly 475 by 663 metres.

What scale should a block plan be?

Commonly 1:500 or 1:200, and occasionally 1:100 for small detailed proposals. This varies more between authorities than the location plan scale does, so it is worth checking rather than assuming.

Can I just zoom in on a location plan to make a block plan?

No. Enlarging a 1:1250 map does not add detail — it produces a blurred image at a scale it was never drawn for. A block plan is drawn from the same data at the closer scale, which is a different drawing.

Does the scale need to be written on the plan?

Yes, and it should state the paper size it applies to. A scale bar should be shown alongside it, so the drawing remains measurable if it is ever resized or photocopied.
